TOWN OF SOUTH WINDSOR
INLAND WETLANDS/CONSERVATION COMMISSION


Minutes                                 - 1 -                                   January 15, 2014

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

PUBLIC PARTICIPATION:  none

PERMIT EXTENSIONS:  none
CORRESPONDENCE AND REPORTS:   Chair Warren reviewed the pending new appointments to the Commission.

BONDS:  none
MINUTES:  12/4/2013, approved by consensus.

CONSERVATION COMMISSION:

Folger stated that the scout project to build a Native American hunting encampment in Wapping Park has been completed.

Chair Warren advised the commission that a community garden site is being proposed for the Nelson property, which will have an initial 72 plots, with some being wheelchair accessible.  The existing Avery Street site has been fully utilized by residents with a long waiting list each year.  A grant in the amount of $20,000 has been applied for and will have to be matched with an additional $20,000 to bring water into the property.

WETLAND OFFICER’S REPORT:  Due to the recent heavy rains, Dzen Farms construction site had to tighten up their erosion & sediment controls due to evidence of runoff into the Podunk River.  This has been done.

PUBLIC HEARING:  none

NEW BUSINESS:

Appl. #14-02P – Folsom Construction – 595 Nutmeg Rd North – Inland Wetland/Conservation Commission application for construction of an industrial building, equipment storage yard, stormwater structures, and associated utilities on property located westerly of Nutmeg Rd North.  Industrial (I) Zone.  Postponed until February 5, 2014 meeting due to signs not being posted on the property as required for a pending application.

Appl. #14-06P – Mitchell Gravel Extraction – 1488 Sullivan Avenue – Conservation Commission application for review of the Erosion and Sedimentation plan to remove gravel on property located easterly of Sullivan Ave. and northerly of Ellington Rd. Rural Residential (RR) Zone.

Robert Arsenault, PE, Civil Engineering Services, represented the applicant.  The parcel is 19 acres, of which approximately 20,000 cubic feet of gravel will be removed.  The process will provide re-grading of a portion of the property making it more conducive to possible future development.  The removal of the gravel and subsequent re-grading will not affect Plum Gully Brook as all activity will be done on the western side.  Two windrows of excavated top soil will be placed at the bottom of the slope running north to south to prevent any runoff onto Sullivan Avenue.  There is no specific timeframe for the gravel removal as it is a market driven commodity, and will be an ongoing process.

Motion to:  approve appl. #14-06P, with the following conditions:

  • The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
  • The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
  • The permit is valid for five years and shall expire on January 15, 2019.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.
  • A bond shall be collected in the amount of $10,000 to ensure adequate erosion and sediment controls are constructed and maintained through the construction process.  
  • All approvals required must be obtained and submitted prior to any activity on the site.
  • A contact person shall be identified on the plans.

OTHER BUSINESS:  Holiday Party at Bonefish Grill has been rescheduled to January 29, 2014.
